Jake Ballard is a fictional character appearing in Scandal and portrayed by Scott Foley.
Character Bio
A former U.S. Navy intelligence officer attached to the Joint Chiefs of Staff who spies on Olivia Pope at the personal request of President Grant, with whom he served in the Navy during the first Gulf War. As a result of their service and many missions together, Ballard is the only man whom President Grant unconditionally trusts. [1]
